I am writing to ask you to support sensible regulation for nicotine pouches, a product that has the potential to save millions of lives by helping people move away from smoking.
Nicotine pouches are one of the most important harm reduction innovations of the 21st century. They contain no tobacco and involve no combustion, which removes the smoke, the primary cause of disease and death in nicotine use. In countries where they are already widely used, such as Sweden and Norway, smoking rates have fallen to record lows.
If the UK is serious about reaching its Smokefree 2030 goal, nicotine pouches can play a critical role. They offer smokers a clean, discreet and vastly safer way to consume nicotine.
However, it is essential that these products are regulated properly. That means they should only be sold to over-18s. There should also be a clear nicotine strength limit of 20mg per pouch, in line with vaping products, and packaging and marketing should be responsible and directed at adult smokers, not young people.
Good regulation must protect children without denying adults access to safer alternatives. Heavy-handed or careless policy would risk driving these products underground or removing them entirely, which would only benefit cigarettes.
I urge you to support evidence-based regulation that helps smokers switch, rather than punishes them for trying to quit.
